Abstract
The success of cooking energy interventions can be measured in terms of the sustainability of its intended changes. This requires a good understanding of the initial conditions (baseline), clearly defined changes through an intervention as well as monitoring and evaluation of any difference compared to the baseline both during and after the intervention. The sector project Poverty-Oriented Basic Energy Services (HERA) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has developed an assessment framework for cooking energy interventions. This framework is based on the World Bank’s cooking energy sector evaluation from 1994 as well as more than 30 years of GIZ project experience and is meant both as a guide for evaluation and a helpful tool to be considered during the planning phase.
