GIZ and Practical Action E-consultation


Updated TEA and ESI standards

Dear forum participants,

Based on the very rich feedback we received on the e-consultation we have produced an updated version of the Total Energy Access (TEA) minimum standards on energy services at point of use, and the Energy Supply Index (ESI) of supply quality.

I think we have been able to incorporate the vast majority of the comments received in the forum, and we would now like to resubmit the attached document to the forum for your feedback and hopefully - approval.

In addition to the update to the TEA and ESI standard, we have also developed a standardised questionnaire which we think could be used to establish quickly and comparably, which houses have access to which energy services. As usual we have drawn on the work of others, including the MEPI from UNIDO posted to this forum earlier.

We are hoping to present a "final" update of the TEA and ESI standards in the upcoming PPEO 2011 and will shortly be field testing the questionnaire to feed into that report. Piloting of the questionnaire by others is positively encouraged and please contact us if you would like to participate.

We will also be presenting the TEA and ESI at the upcoming Vienna Energy forum. At that forum we will be aiming to ensure that access to the full range of energy services and improved quality of supply features in the outcomes. Your input and support would be much appreciated in helping this to happen.

Dear Steven,

Thanks. Just one brief feedback on this.

You would be aware of the fact that a number of health surveys include da=
ta of relevance for energy analysis, incl. type of fuel used, access to e=
lectricity, etc., for instance from the WHO or the DHS. The latter was us=
ed for the MEPI.

It might be worthwhile, if possible at all, exploring possible synergies b=
etween the information you intend to collect, the data that has/is been c=
ollected, and the future plans of those initiatives. Just a thought.
